I have recently been googling/researching into finding connections between the proposed Keystone XL pipeline and the UK, and have come up with the following ominous information which I have published on my website as follows. I have tweeted about it and am emailing it to other interested parties (except oil interests of course!). I have not as yet seen these facts integrated into a single article.

 

VALERO:  Tar Sands diesel to UK via Keystone XL and Valero ("Texaco" brand fuel stations)
On 1st August BBC News Wales announced that Valero Energy Corporation (largest oil refinery Corp. in the US) bought Pembroke Refinery (Milford Haven), 11 terminals and around 1,000 petrol stations in the UK and Ireland - most of which will be familiar to you as the Texaco brand. Valero's US Gulf coast Port Arthur refinery will be the largest recipient of Tar Sands diluted bitumen ("dilbit") via the Keystone XL pipeline if Obama agrees to its construction - in the face of opposition from top climate scientists, Nobel Laureates and many others. Valero's business plan is to refine much of this dilbit to diesel for export - much of it to the EU. The UK now has Valero's first massive retail infrastructure in the EU.

NB: this makes it even more important and urgent to urge Minister Norman Baker to back rather than block or delay the re-instatement of an effective EU Fuel Quality Directive to stop import of Tar Sands fuel, before Obama announces his decision.

Valero and the Koch brothers are main funders and backers of Proposition 23: the "California Jobs Initiative" - which aims to derail implementation of Schwarzenneger's Global Warming Solutions Act of 2006 (aka AB 32), because such carbon emissions legislation - especially if copied elsewhere - may restrain future profits from their Tar Sands investments and prospects such as via the Keystone XL pipeline. I hope you will agree with me that there is now increased urgency and importance for Norman Baker and the EU to voice a clear RED light position to Obama re the Keystone XL pipeline by re-instating a realistic Tar Sands carbon emissions value to the EU Fuel Quality Directive. There is now no excuse whatsoever for delaying this: Norman Baker and the EU now both have the carbon emissions values they need to do this from the Jan/11 EU-commissioned Brandt report – summarized on page 2 of my article “Weasel Diesel”: http://www.dragonfly1.plus.com/weasel-diesel.pdf. Delaying such re-instatement until emission values for e.g. heavy crude oils are also available is obviously obfuscation because the latter can be added at a later date. The worst transport-fuel for emissions – i.e. tar sands fuel – must be added first and now.

 

I am wondering whether the UK government are delaying deliberately until Obama makes a decision on KXL – as evidence suggests this is more likely to be a YES – and we now have Valero here in the UK. My research also makes me wonder whether Valero have been doing a hidden deal already with the UK government – to block or infinitely delay an effective FQD. Can a Parliamentary Question be raised to clarify this if Government show signs of inaction or muddying or brushing off the subject?

 

Baker was given a petition on the FQD a few weeks ago with numerous signatures – but I haven’t heard of a response from him yet.

 

I would be grateful if you would pressurize Norman Baker on this matter, and do whatever is necessary.

I can provide more information on the FQD if required – and have a draft email for Norman Baker (but needs improving).

KXL will complete the circle or positive feedback loop – downward spiral for life on earth?

TIME-SCALE re URGENCY re EU FQD Fuel Quality Directive
 
I forgot to add the time-scale as regards 1. Keystone XL pipeline and 2. EU FQD & CETA re Tar Sands:
 
1. The U.S. Department of State time-line towards Obama’s decision on the Keystone XL pipeline seems somewhat inconsistent:
They state a “
90 day review period” which appears to have started according to their “Timeline” chart on 26th August. This would mean up until 24th November, but give December 7th as meeting with Indian tribes and December as month for “Decision issued” [by Obama]. 2. This appears to be a very similar time-frame as that towards FQD and CETA decisions – though of course these may face delays!
 
Thus urgency is not like today but preferably within coming week to make a start – if you share my interpretation of the importance of this matter, and if you want more information from me before you write or whatever I would be very pleased to provide it. In fact I am now compiling some “key facts” that you can refer to.

My web-space piece on Valero that I emailed you has just been commented on by Greenpeace UK – their Senior Climate Advisor has just e-mailed me the words “excellent summary”.

 

By pursuing this issue you will be siding with the views on the Tar Sands of Archbishop Desmond Tutu, the Dalai Lama, NASA climate scientist James Hansen, numerous Nobel Laureates and other respected prominent people, major Environmental NGOs, Canada’s First Nations etc etc who protested in person or by letter to Obama – not bad company!

 

Furthermore, this summer the UK Tar Sands Network delivered an Avaaz petition containing 52,000 signatures to UK Minister for Transport Norman Baker, demanding the UK supports the inclusion of tar sands in the Fuel Quality Directive.
